Open Access Publishing - Tokens

The Central Library provides access to selected electronic information resources (EIR) in the form of an annual subscription. Agreements with providers of access to these EIRs are secured by the National centre for electronic information resources CzechELib. Within individual databases, it can be selected collections or complete access to everything.

Due to high demand for Open Access publishing, the main strategy is to convert the classic subscription license agreement model to a transformative agreement model. The classic subscription license deals with the access to resources for "reading" and downloading EIR only. The transformative agreement includes the transfer of part of the read fee to the publish fee. 

Simply put, transformation agreements give us access to electronic information resources + a certain number of tokens that can be used to pay the Article Processing Charge (APC).

Terms and Conditions for the Use of Tokens

  • One token covers the Article Processing Charge (APC) for one article published in Open Access (OA) mode.
  • Tokens are assigned after the article has been accepted by the publisher and cannot be reserved in advance.
  • Once all tokens allocated for a specific publisher have been used, no further tokens can be claimed from that publisher.
  • Tokens are allocated on a “first come, first served” basis.
  • If any of the conditions listed below are not met, a token will not be granted for the article!
    • Tokens for OA publishing may be requested only by authors affiliated with VSB – Technical University of Ostrava who are also listed as the corresponding authors (Responsible Corresponding Author) of the article.
    • During the peer-review process and all communication with the publisher, authors must use their institutional e-mail address with the domain @vsb.cz.
      Private e-mail addresses (e.g. @gmail.com) or addresses from another university cannot be used, as proper author identification would not be possible.
    • The article must list VSB – Technical University of Ostrava as the primary institutional affiliation.

Submitting a Request for an APC Token

  1. After the peer-review process is completed, some publishers ask the author whether they wish to publish the article in Open Access and use a token. Other publishers submit the token request automatically on behalf of the author. The APC token request is always submitted at this stage of the publishing process — not earlier and not later.
  2. Requests are processed by the Department of Science, Research and Education of the Central Library of VSB – Technical University of Ostrava. The author will be asked to confirm the request.
  3. The Library will either approve or reject the request and will inform the author of the decision.
  4. If the request is approved, the article will be published in Open Access without any APC fee.
    If the request is rejected, the author may choose to pay the APC by other means or publish the article under the subscription-only model.
